Guiding Principles of Juche Idea— Giving Precedence to Political Work

The principle of placing the main stress on ideology encompasses giving precedence to political work.

Giving precedence to political work means equipping the popular masses with party line and policy and arousing their revolutionary enthusiasm before all other work so that the masses themselves will demonstrate a high degree of consciousness and activity to carry out the revolutionary struggle and construction work successfully.

Giving precedence to political work is a method of actively enlisting the masses in implementing their revolutionary task by putting main emphasis on ideology and giving full play to the masses’ ideology and a main principle to be always firmly adhered to in the revolutionary struggle and construction.

It is an essential requirement for encouraging the masses to give full rein to their creativity in implementing their revolutionary task.

Political work is to arouse the people’s conscious enthusiasm and creativity by giving play to their ideology. The revolutionary struggle and construction can only be successfully carried out by relying on the creativity of the masses and their creativity can only be heightened when the masses’ ideology is given full play. So political work should be given precedence.

Giving precedence to political work is a demand arising from the essential nature of the socialist society which develops by high revolutionary enthusiasm and creative activity of working people.

In the socialist society where the masses are masters of state and society the main motive force of social development is high revolutionary enthusiasm and creative activity of the masses. Only when political work is given priority to enhance the working people’s conscious enthusiasm as masters of the revolution, will it be possible to give full play to the superiority of the socialist system and vigorously promote socialist construction.

In order to implement the principle of giving precedence to political work, it is, first of all, important to combine administrative and business work and technical and economic work correctly with political work while giving precedence to the latter.

Meticulous administrative and organizational work and scientific, technical and economic work are indispensable for the building of socialism. And yet, these will be successful only when priority is given to political work.

Next, it is important to place our main emphasis on political and moral incentive and correctly combine this with material incentive.

The essential superiority of the socialist society lies in the fact that the popular masses, who have become the masters of everything, consciously work in firm unity for the country and the people, for the society and the collective. The political and moral incentive is derived from the essential superiority of the socialist society and aimed at strengthening it. Only when the main stress is placed on the political and moral incentive, will it be possible to stimulate the masses into demonstrating conscious enthusiasm in work with a correct position and attitude as befit the masters of the revolution.

Finally, it is important to conduct political work in a scientific and revolutionary way.

Political work should be done through persuasion and education in an original way by applying various forms and methods. It should also be conducted in such a way that the masses regard it as their own affairs. Political work must be done by all the officials and closely combined with revolutionary practice.

As the Juche idea clarified the principle of giving precedence to political work, a correct guideline has been provided for stepping up the revolutionary struggle and construction to the maximum by giving full play to the consciousness and creativity of the masses who are the masters of revolution and construction.
